Para los gastos que demande el cumplimiento de los artículos anteriores destina e una partida de cinco mil pesos ($5,000); y en el Presupuesto de cada año se incluirá la partida que a juicio del Gobierno sea indispensable para el sostenimiento de la beca a que se refiere el artículo 2o.

Parágrafo

En caso de que no se diere cumplimiento al artículo que antecede, el Gobierno queda ampliamente autorizado para abrir el crédito correspondiente.
