A los padres de niños que habitualmente se dediquen a la mendicidad, se les impondrá una multa hasta de veinte pesos ($20), por presumirse que aquellos no han cumplido con la obligación de mantener, educar y cuidar a tales niños. La multa será doble si hubiere prueba de que los mismos padres han obligado o inducido a sus hijos a la mendicidad. Es entendido que estas sanciones no se aplicarán en el caso en que los padres se hubieran visto forzados, por necesidad invencible, a permitir u ordenar la mendicidad a sus hijos, a juicio del respectivo funcionario.
