A partir de la próxima vigencia se hará figurar en las Leyes de Apropiaciones la cantidad mínima de cien mil pesos ($ 100,000) para atender a citada vía si así no sucediere, el Gobierno abrirá los créditos administrativos indispensables, y en defecto de esto, podrá disponer hasta de la suma de treinta mil pesos ($ 30,000) de los fondos destinados en las Leyes enumeradas en el artículo anterior y apropiados en los Presupuestos.
