° Cuando existieren los planes y programas a que se refieren los artículos anteriores, el Gobierno Nacional, a través del Ministerio de Minas y Energía, anunciará públicamente la oportunidad para que se presenten todas las personas naturales o jurídicas interesadas en participar en el proyecto de construcción de gasoductos troncales, mediante dos publicaciones en un diario de amplia circulación nacional y una en un diario regional de la localidad para la cual se tuviere previsto un programa de transporte y distribución de gas natural.
