Art. 385. La policía de los puertos marítimos consiste en la aplicacion de las reglas que se establecen en este capítulo para la conservacion de dichos puertos, para la comodidad de su navegacion i para la seguridad de las naves que entren a sus aguas, cargadas o en lastre, i el órden que deben guardar miéntras permanezcan en ellos.
