El Gobierno, previo estudio de las necesidades más urgentes, en lo que se refiere a personal técnico para los diferentes servicios de la agricultura, determinará los estudios de especialización que deban hacerse y los lugares donde hayan de efectuarse, destinándose por lo menos dos estudiantes para los cursos de entomología y fitopatología, y teniendo muy en cuenta los institutos técnicos de países tropicales como el Brasil, Puerto Rico, etc.
