Artículo tercero. Los parlamentarios electos o en ejercicio podrán celebrar libremente reuniones privadas en los salones destinados al funcionamiento de una y otra Cámara, durante el período de sesiones, o dando aviso previo al Presidente de la corporación, durante el tiempo de receso de la actividad oficial del Congreso.
