Los que introduzcan tabaco en cualquier forma, de otro Departamento, para el consumo en éste, pagarán de contado el respectivo impuesto. Este se cubrirá en lugar del destino que exprese la guía de transporte; pero los introductores están en la obligación de presentar el tabaco al agente de la renta del primer Municipio de este Departamento donde tocare, para que anote el peso del tabaco y ponga el pase a la guía respectiva, requisito sin el cual el cargamento se considerará desamparado.
