Artículo primero. Créase un Consejo Asesor, adscrito al Ministerio de Agricultura, para el desarrollo de cada una de los Distritos de Conservación de Suelos y Aguas, el cual tendrá por finalidad promover, coordinar y supervisar los programas que diversas entidades del sector agropecuario deben emprender en el área del respectivo Distrito, tendientes a lograr un desarrollo integral que consulte los intereses regionales y nacionales.
