El Gobierno Nacional, por conducto del Ministerio correspondiente, promoverá la fundación de Cooperativas para la producción de guayaba, su industrialización y su distribución, si así lo considera más conveniente para el fomento contemplado en esta ley. La Caja de Crédito Agrario Industrial y Minero cooperará en esta campaña.
