Artículo cuarto . El artículo 23 del Decreto 421 de 1982 quedará así: Cuando el sorteo de una lotería por la cual se formula la apuesta sea suspendido o aplazado, o adelantada su hora de realización, el importe de la misma será devuelto en su totalidad a los jugadores.
