Naturaleza de los planes. Los planes de aprovechamiento forestal y de manejo forestal no son objeto de aprobación sino de conceptos técnicos que sirven de base a la decisión que adopte la autoridad ambiental competente.

Por lo anterior, los planes no son instrumentos vinculantes ni harán parte integral del acto administrativo que otorga o niega el aprovechamiento.
