El segundo inciso del artículo 1º del Decreto 2786 de 2001 quedará así: "Los bonos reconocen las obligaciones a cargo de la Nación a 31 de diciembre de 1997 por concepto de pasivos provenientes del auxilio de cesantía del personal administrativo y docentes no acogidos al sistema salarial y prestacional previsto en el Decreto 1444 de 1992, con el fin de facilitarle a las universidades estatales u oficiales la solución definitiva de los problemas relacionados con la cancelación de dichos pasivos laborales".
