Art. 3.° El Tesorero general pondrá á disposición de la Junta de Emisión, por vía de anticipación, las sumas que sean necesarias para el cambio y pago de intereses. El Secretario de la Junta solicitará luego, y con los comprobantes que determine el Ministerio del Tesoro, la legalización de gastos y la expedición de la correspondiente orden de pago.
