La Policía Nacional dependerá, como guardia civil, del Ministerio que designe el Poder Ejecutivo, y estará a cargo de un Director General de libre nombramiento y remoción del Gobierno. Los demás funcionarios y empleados de dicha institución también será de libre nombramiento y remoción de Poder Ejecutivo, con facultad éste de delegar en el Director General la atribución de nombrar y remover los empleados y funcionarios de Policía, con la aprobación del Poder Ejecutivo.
