º PLANEACION Y ASIGNACION DE RECURSOS . Los procesos de planeación y asignación de recursos que haga el Fondo de Solidaridad y Emergencia Social para el PJMF, deberán contar con el concepto previo de la Consejería Presidencial para la Juventud, la Mujer y la Familia.

Parágrafo

No obstante a partir de la vigencia fiscal de 1995, dentro de la asignación de recursos que haga el Fondo al PJMF, el 50% de ellos se destinará a la cofinanciación a entidades territoriales para apoyar la incorporación del enfoque poblacional a sus procesos de planeación y asignación de recursos.
