En los presupuestos Nacionales de la próxima y siguiente vigencia se apropiaran las partidas señaladas en el Artículo 1°. De esta Ley, por partes iguales. En caso de no hacerse, el Gobierno queda facultado para abrir dentro de los Presupuestos los créditos adicionales o traslaciones que fueren necesarios a fin de darle cumplimiento al citado artículo.
