Los contratos de cualquier clase, los pedidos de materiales y suministros, y las órdenes de trabajo que efectúen en el país o al exterior, las entidades de que tratan los artículos 3° y 4° de esta Ley, además de la estricta observancia de las disposiciones del Decreto número 150 de 1976, requerirán para su validez la aprobación previa de la División Delegada de Presupuesto.
