Los cigarrillos de producción nacional, cuando en su elaboración se emplee tabaco extranjero importado, haya mezcla o no, y cualquiera que ella sea, sin consideración al empaque, al contenido, al peso o a la presentación, pagarán el impuesto departamental de consumo de tabaco de que trata el literal a) del artículo 4º del Decreto legislativo número 1626 de agosto de 1951, a la tasa del 120% ad valórem.
