El Gobierno podrá cubrir con vales de la Tesorería a los acreedores que voluntariamente lo acepten, los créditos cuyo pago esté pendiente a la expedición de esta Ley, en el caso de que dichos créditos no procedan de servicios comprendidos en los numerales 1º a 6º del artículo 2º de la Ley 3ª de 1916.
