El Consejo Nacional de periodismo tendrá el carácter de órgano consultivo del gobierno nacional, de conformidad con el artículo 13 de la Ley 51 de 1975, y colaborará permanentemente en la aplicación de dicha ley, en lo concerniente a la garantía de las libertades de información, expresión y asociación sindical; en el establecimiento de medios que procuren al periodista seguridad y progreso en el desempeño de sus labores, y en la aplicación estricta de la ética y de la responsabilidad profesional.
