Créase la Junta de Asuntos Penales y Penitenciarios, compuesta de tres miembros que serán nombrados, uno por el Senado, otro por la Cámara de Representantes y otro por la Corte Suprema de Justicia. Dicha Junta elaborará el proyecto de Código Penal, tomando como base los trabajos existentes, y su duración será, al máximum de dos años. Cada uno de los miembros devengará un sueldo de cien pesos ($ 100) mensuales y estarán en la obligación de reunirse diariamente al menos una hora. El Poder Ejecutivo queda autorizado para realizar en el capítulo de Cárceles las economías que crea posibles para sufragar el gasto que ocasione la Junta.
