La partida necesaria para el cumplimiento de esta ley se incluirá anualmente en el presupuesto del Ministerio respectivo, a más de las partidas destinadas por leyes especiales para determinadas campañas de sanidad vegetal. Queda además autorizado el Gobierno para abrir los créditos adicionales y para hacer los traslados necesarios dentro del Presupuesto, cuando las necesidades y urgencia del cumplimiento inmediato de esta ley así lo exijan.
