El DANE, mediante resolución motivada previo concepto de la Comisión Nacional de Sistemas, establecerá las pautas que deberán tenerse en cuenta en la elaboración de los planes de informatización, y la manera como se tramitarán las autorizaciones de que trata el artículo 9º. Así mismo el DANE prestará asesoría, a través de diferentes medios, a los organismos del sector público en la elaboración de dichos planes o solicitudes de autorización.
