En desarrollo de lo dispuesto en la norma legal orgánica del Presupuesto, los Establecimientos Públicos Nacionales no podrán modificar escalas de viáticos, ni adquirir equipo de oficina sin previa autorización del Gobierno, expresada por conducto de la Dirección General del Presupuesto.
