° Autorízase al Alcalde del Municipio de Barranquilla para contratar un empréstito interno por la suma de cuatro millones quinientos mil pesos ($ 4.500.000.00), por el término de cinco año, a la rata de interés del 6% anual, destinado a la construcción de las obras del Plan de Fomento para el Atlántico, elaborado por el Consejo Nacional de Planificación y aprobado por el Decreto número 0656 de 12 de marzo de 1953.
