No podrá aprobarse ningún proyecto de acuerdo que implique aumento de las erogaciones a cargo del Tesoro Distrital, sin que, en.su texto mismo, se determine los ingresos destinados a atenderlas. Cuando el aumento de gastos pueda ser atendido con recursos cuya percepción haya sido previamente autorizada, no estará obligado el Gobierno Distrital a proponer el establecimiento de nuevos recursos.
