Con el objeto indicado, el Gobierno queda autorizado para contratar y emitir en Colombia o en el Exterior los empréstitos que fueren necesarios con las seguridades que estime convenientes, pudiendo dar la garantía hipotecaria del trayecto de ferrocarril construído y de los que se construyan hasta Bucaramanga, y la parte disponible del cinco por ciento (5 por 100) de la renta de Aduanas a que se refiere el artículo 1.° de esta Ley.
