Art. 1.° Las fincas raices adjudicadas durante la guerra civil de 1876 á 1877 al Fisco nacional ó á los de los Estados, con el objeto de hacer efectivos los empréstitos, expropiaciones y toda clase de exacciones impuestas para atender á las necesidades de dicha guerra durante ella ó despues, y las embargadas con el mismo objeto, serán devueltas á sus dueños, si á la fecha de la sancion de esta ley no han sido enajenadas por la Nacion ó el respectivo Estado.
