Definición del Sistema Nacional de Derechos Humanos y Derecho Internacional Humanitario. Es el conjunto de principios, normas, políticas, programas, instancias e instituciones públicas del orden nacional y territorial, con competencia en el diseño, implementación, seguimiento y evaluación de la Política Integral de Derechos Humanos y Derecho Internacional Humanitario y en la promoción de un enfoque de derechos y un enfoque diferencial en las políticas públicas sectoriales.
