º En caso de falta absoluta de algunos de los miembros de la Comisión de Estudios para formular el Plan de Desarrollo de las comunidades negras, o en caso de que no acepten la designación que por este Decreto se hace, el Presidente de la República hará una nueva teniendo en cuenta las recomendaciones hechas por las Comunidades Negras.
