Art. 7.° Los empleados de carácter fiscal y de Hacienda nacional que funcionen en el Departamento de Panamá, reconocerán como á su superior inmediato al Gobernador, y con él se entenderán para todo lo relativo al desempeño de sus funciones y pago de sus sueldos, el que se efectuará por la Administración de Hacienda del Departamento.
