El presente decreto rige a partir de la fecha de su publicación en el Diario Oficial y se aplicará para aquellas importaciones que bajo el Sistema de Licencias Anuales se realicen a partir de la entrada en vigencia del presente decreto y deroga las Resoluciones 17 del 24 de diciembre de 1996 y 06 del 9 de julio de 1999 del Consejo Superior de Comercio Exterior.
