Articulo 16. Contrabando por fuera de las aduanas. Quien importe o exporte mercancía de libre importación o exportación o de licencia previa, sin presentarla a las autoridades aduaneras para su nacionalización o despacho o eludiendo de cualquier manera la intervención de ellas, estará sujeto a uno o cinco años de presión y multa equivalente al valor de la mercancía, pero sin exceder de doscientos mil pesos.
