Ninguna autoridad podrá establecer o modificar el régimen salarial o prestacional estatuido por las normas del presente decreto, en concordancia con lo establecido en el artículo 10 de la Ley 4 a de 1992. Cualquier disposición en contrario carecerá de todo efecto y no creará derechos adquiridos.
