Todo vago que esté sufriendo condenación será puesto en libertad, si no ha sido reincidente, por la autoridad que corresponda, si así lo solicitare el Concejo Municipal de la vecindad del penado, mediante resolución escrita que justifique la medida; o una o más personas honorables que respondan con garantías suficientes de la buena conducta futura del reo.
