Para todos los efectos de diseño de vías de todas las jerarquías y para intervenciones de construcción de vías nuevas, rectificación, mejoramiento, rehabilitación y/o mantenimiento, el diseño de especificaciones técnicas incluyendo dispositivos viales, señalización y distribución, deberá prever mecanismos de disuasión de comportamientos de los usuarios que pongan en riesgo su vida o la de terceros, en particular, la de los usuarios vulnerables, esto sin excluir a ningún actor vial del uso de las vías del territorio nacional.
