Las deudas de los Departamentos contraídas antes del l.° de Octubre de 1908 seguirán tiendo de cargo de la Nación; pero el Gobierno Nacional hará efectivas de los Departamentos deudores las sumas que pague por ellos, distribuyendo el pago equitativamente entre las nuevas secciones que se formen con las entidades deudoras.
