Los certificados serán negociables a su vencimiento o en cualquier tiempo anterior en que el Banco de la República decidiere cubrirlos y entonces tendrán prelación para efectuar pagos en el Exterior. Los giros que con ellos se hagan no estarán sujetos a recargos por concepto de turnos de cambio. El Banco de la República y la Oficina de Control de Cambios y Exportaciones reglamentarán, con aprobación del Ministro de Hacienda y Crédito Público, lo establecido en este artículo.
