Artículo tercero. Si en el presupuesto del año de 1972 no se incluyera dicha partida, autorízase al Gobierno para abrir los créditos necesarios al empezar su vigencia y para efectuar las traslaciones requeridas al cumplimiento de la presente Ley. Artículo cuarto. Esta Ley regirá desde su sanción.
