El presente Decreto rige desde la fecha de su publicación, surte efectos fiscales a partir del 1º de enero de 1989, con excepción del artículo 5º, modifica en lo pertinente al artículo 5º del Decreto Extraordinario 3493 de 1986, y deroga las disposiciones que le sean contrarias, en especial el Decreto Extraordinario 126 de 1988.
