Montaje gradual del Ministerio . El Gobierno Nacional de acuerdo con las orientaciones que imparta el Consejo Superior de Comercio Exterior y dentro del término de las facultades presidenciales podrá asignar al Ministerio las funciones desarrolladas por otras entidades del sector de Comercio Exterior. Sin perjuicio de lo anterior, el Ministerio de Comercio Exterior empezará a funcionar a partir de la vigencia de su planta de personal.
