Autorízase al Gobierno para elevar los sueldos de los servidores de la Administración Pública en la medida justa y prudente que permitan las rentas nacionales, y para hacer los traslados necesarios en el Prepuesto Nacional para el cumplimiento de esta disposición, siempre y cuando no se perjudiquen los auxilios y partidas regionales.
