En el caso del artículo anterior, el Departamento de Santander podrá contratar en la República o en el Exterior, con destino a la prolongación, mantenimiento y explotación del ferrocarril, los empréstitos que fueren necesarios, con la garantía nacional de las expresadas cinco unidades de la renta de aduanas del Atlántico. Sobre tales unidades de aduana podrá el Departamento en todo caso emitir obligaciones a cargo de la Nación.
