Articulo 39. La Caja podrá emitir cedulas hipotecarias, y bonos agrarios, industriales o mineros hasta por un valor igual al monto de las operaciones respectivas constituidas a su favor y que no hayan sido dadas en garantía o descontadas en otra institución, bonos y cedulas que podrá vender en mercado abierto o dar como seguridad de prestamos.
