° En las capitales de departamento y en las ciudades de más de 35.000 habitantes, de acuerdo con las cifras que suministre la Contraloría General de la República, la solicitud del permiso a que se refiere el artículo anterior debe ser hecha por un ingeniero o arquitecto matriculado, conforme a lo dispuesto a la Ley 94 de 1937, quién deberá estar debidamente autorizado por el Propietario de la edificación, debiendo presentar además los planos y documentos que se detallan en el artículo siguiente.
