º. Ordénese la creación de una empresa de servicios públicos en los términos establecidos en el

Parágrafo 1

del artículo 167 de la Ley 142 de 1994. Para tal efecto el Ministerio de Minas y Energía deberá expedir los actos y promover la celebración de los acuerdos, convenios y actos que resulten necesarios para la creación y constitución de dicha empresa.
