Artículo primero . El Gobierno Nacional, a nombre del pueblo colombiano y en el .suyo propio, lamenta consideradamente los tráficos, sucesos ocurridos en la ilustre ciudad de Cali en la madrugada de este día; y cristiana y patrióticamente comparte el hondo y justo pesar que agobia a los hijos y habitantes de la ciudad de Cali y del Departamento del Valle del Cauca.
