ARTICULO 25. Las universidades oficiales (departamentales, distritales y municipales), que reciban aportes de la Nación, ejecutarán las partidas con estricta sujeción a las apropiaciones previstas en el anexo del Decreto de Liquidación y a sus presupuestos debidamente refrendados por la Dirección General del Presupuesto, los cuales se le remitirán antes del 1° de diciembre de 1990. Los acuerdos de gastos sólo podrán elaborarse previo el cumplimiento del presente artículo.
