La presente Ley rige a partir de la fecha de su promulgación, modifica los artículo 10, 13 y 14 del Decreto 3410 de 1983 y deroga el artículo 5°. de la Ley 19 de 1976 , el parágrafo 1o. del artículo 33 de la Ley 14 de 1983 , y las normas que le sean contrarias.
